Institutions participating in management and implementation of European Funds in Poland and the beneficiaries of the European Union funds perform a wide range of various information and promotion activities devoted to particular funds, programmes and projects.
Information and promotion activities are obligatory for Member States, programmes managing authorities, and beneficiaries. This obligation results directly from the provisions of Community law ( in particular from the Council Regulation (EC) No 1083/2006 and Commission Regulation (EC) No 1828/2006) as well as from national documents, which in a more detailed way than European Union provisions define the rules of European Union Funds communication. At national level, the main documents related to information and promotion are:
Communication Plan of Innovative Economy Programme is a document prepared by Managing Authority with the co-operation of Intermediate Bodies, and second level Intermediate Bodies.
The aim of the Communication Plan is effective performing of information and promotion training activities, contributing to the creation of positive image of European Funds among the scientific units, entrepreneurs, administration and efficiently informing potential beneficiaries about available support and its purpose. This document was prepared on the basis of the Guidelines on information and promotion and European Funds Communication Strategy within the National Cohesion Strategy for the years 2007-2013.
The aim of the Communication Plan is the implementation of the goals defined in the Innovative Economy Programme through providing information and promotion service for the Programme and the use of synergy effect with information and promotion activities of the European Funds at national level.
The implementation of the Communication Plan through comprehensive, well-matched communication tools as well as effectively performed information and promotion and training activities will contribute to creating positive image of European Funds for scientific units, entrepreneurs, administration and effectively informing potential beneficiaries about available support and its purpose.
Communication Plan for the Operational Programme Innovative Economy
The Guidelines of the Minister of Regional Development on information and promotion define the basic rules of performing and coordinating information and promotion activities, method of development, the scope of communication strategy NSRF and communication plans of particular operational programmes. The Guidelines set the main directions of the undertaken activities and define the rules of reporting and evaluation of these activities.
The Guidelines also identify the groups of recipients of information and promotion activities performed by particular Institutions. Any activities in this respect both general and sectional will be performed by NSRF Coordinating Authority in relation to information and promotion. Promotion activities of operational programmes are aimed at the society in general and will be implemented by Managing Authorities for particular programmes, and Intermediate Bodies will implement the measures aimed at beneficiaries and potential beneficiaries of the programmes.
The Guidelines on information and promotion clearly define basic tools of information and promotion activities and describe principles of the actions. The main distribution canals are: information centres, publications, web sites and trainings.
The final shape of the Guidelines on information and promotion has been developed as a result of wide social consultations, which took place from May to 11 June 2007. Provisions of the Guidelines on information and promotion were finally approved by the Minister of Regional Development and have been in force since 14 August 2007. In October the Guidelines underwent a few editorial changes.

European Funds Communication Strategy for the years 2007-2013, defines basic rules of performing information and promotion activities for the National Cohesion Strategy 2007-2013 and programmes within its framework.
The document defines the aims, target groups, directions and basic communication tools, methods of evaluation, institution engaged in the implementation of information and promotion activities and the visual communication rules of European Funds in the years 2007-2013.
The Strategy is being developed on the basis of the Guidelines of the Minister of Regional Development of 13 August 2007 on information and promotion and Commission Regulations (EC) No 1828 of 8 December 2006 establishing detailed rules of performing the Council Regulations (EC) No 1083/2006 establishing general provisions related to European Regional Development Fund, European Social Fund and European Cohesion Fund as well as the Regulations (EC) No 1080/2006 of The European Parliament and the Council on the European Regional Development Fund.
