Measures within the Programme

 

The Programme Innovative Economy consists of 9 priority axes which are divided into detailed measures. Support may be granted under those individual Measures. Every priority axis is focused on support of particular types of projects and therefore implements particular specific objectives of the Programme.

Priority Axis 1. Research and development of modern technologies

The Intermediate Body for implementation of this priority is the National Centre for Research and Development

The objective of the priority axis is to increase the role of the science sector in the economy through R&D activity in the directions recognised as priorities for the social and economic development of the country.

Under priority axis 1. the support will be provided for the following measures (Intermediate Bodies and Implementing Authorities are provided in parentheses):

1.1 Support for scientific research for establishment of a knowledge-based economy

      1.1.1 Research projects using the foresight method (Ministry of Science and Higher Education/                    Information Processing Centre - OPI)                                                                                
      1.1.2 Strategic programmes of stientific research and development work (Ministry of Science and 
              Higher Education)
      1.1.3 System projects (Ministry of Science and Higher Education)

1.2 Improvement of human potential of science (Ministry of Science and Higher Education)

1.3 Support for R&D projects for entrepreneurs carried out by scientific entities

      1.3.1 Development projects (Ministry of Science and Higher Education/ Information Processing
              Centre - OPI)
      1.3.2 Support for the protection of industrial property generated in scientific entities as a result of  
              R&D work (Ministry of Science and Higher Education/ Information Processing Centre OPI)

1.4 Support for goal-oriented projects (Ministry of Science and Higher Education, Polish Agency for Enterprise Development)

Types of projects:

  • identification of scientific research and development works directions in view of enhancing sustainable economic growth for raising life quality of the Polish society and rationalizing funds available for scientific research by means of co-financing of projects related to:
    • Foresight Polska 2020 National Programme and the following foresight programmes,
    • preparation of strategies for development of specific disciplines of science and the economy,
    • preparation of strategies for technology platforms operating in Poland benefiting from the results of the foresight method,
  • support for the implementation of the state scientific, scientific-technical as well as innovation policy through the financing of strategic programmes in regard of scientific research and development work in the thematic areas specified in the OP IE,
  • implementation of programmes of the Minister in charge of science, aimed at increasing the interest in taking up scientific career by students and doctoral students, involving:
    • application projects carried out by students, graduates and doctoral students that can be applied to the needs of economy, projects in which students, postgraduates and participants of doctoral internships would take part, focusing in the areas of priority importance and accordance with the areas specified in the OP IE, that carried out by the best research teams in Poland,
    • projects implemented during doctoral studies within the international cooperation of scientific institutions,
  • implementation of programmes of the Minister in charge of science within the scope of improving scientific and research employees’ skills, involving employment of outstanding scientists from abroad as managers establishing research teams in Polish scientific entities,
  • co-financing of research projects which results are aimed at direct application and responding to the needs of specific sectors of the economy or sectors of particular social importance (development projects),
  • support for acquiring protection of industrial property developed in scientific entities based in Poland as a result of R&D works,
  • co-financing of projects that cover technical, technological or organisational undertakings (applied industrial research and development works) carried out by enterprises, groups of enterprises or other entities that are able to directly apply the results of projects in practice (goal-oriented projects),
  • support to EIT+ programme.

Priority Axis 2. - R&D infrastructure

The Intermediate Body for implementation of this priority is the National Centre for Research and Development

The objective of the priority axis is to increase competitiveness of Polish science due to consolidation and modernisation of scientific research and IT infrastructure of the best scientific entities operating in Poland.

Under priority axis 2. the support will be provided for the following measures (Intermediate Bodies and Implementing Authorities are provided in parentheses):

2.1 Development of high research potential centres (Ministry of Science and Higher Education)

2.2 Support for development of research infrastructure of scientific entities (Ministry of Science and Higher Education)

2.3 Investments connected with development of IT infrastructure of science (Ministry of Science and  Higher Education)

Types of projects:

  • development of high research potential centres, including those operating as scientific and industrial consortia and regional scientific and industrial consortia by means of co-financing of development of their research infrastructure (e.g. in Advanced Technology Centres and laboratories providing specialist services for entrepreneurs, as well as within the EIT+ programme),
  • development of R&D infrastructure in specialist laboratories, including those operating as scientific networks (e.g. Centres of Excellence),
  • support for projects implemented within the Polish Roadmap in the field of the Large Facilities of Research Infrastructure (buildings construction and purchase of equipment),
  • projects in regard of investments connected with the creation of the new, common scientific and research infrastructure as well as with the transfer of the scientific and research infrastructure aimed at the creation of a new scientific and research centre,
  • projects aimed at maintaining and developing of the modern IT infrastructure for science through co-financing investments in networks and equipment of nationwide importance, taking into account their crucial importance for the environment,
  • providing constant access to digital resources for scientific sector,
  • projects in regard of the development of digitalized information resources for science, (creation and maintenance of databases on scientific results as well as providing access to scientific publications),
  • projects in regard of the development of advanced applications and tele-information services for the scientists.

Priority Axis 3. - Capital for innovation

The Intermediate Body for implementation of this priority is the Ministry of Economy (MG).

The objective of the priority axis is to increase the number of enterprises operating on grounds of innovative solutions and improving access to external sources of financing for innovative undertakings.

Under priority axis 3. the support will be provided for the following measures (Intermediate Bodies and Implementing Authorities are provided in parentheses):

3.1 Initiating of innovative activity (Ministry of Economy/ Polish Agency for Enterprise Development –
      PARP)
3.2 Support for funds of high risk capital (Ministry of Economy)

3.3 Development of system facilitating investing in SME’s (Ministry of Economy/ Polish Agency for
      Enterprise Development – PARP)

Types of projects:

  • initiating the innovative activity through the identification and verification of innovative ideas of great market potential, support for the creation of enterprises from the SME sector on their basis,
  • support for these SMEs at early stages of their growth, whose undertakings are based on innovative solutions by making contribution to capital funds,
  • activation of the market of private investors through creating favourable conditions for initiating the cooperation of private investors with SME entrepreneurs searching for financial resources to implement their innovative undertakings.

Under the priority axis 3., it will also be possible to refinance pilot projects aimed at testing new kinds of projects or new methods of approaching and identifying those that can be successfully introduced, to a greater extent, in the following years of implementation of the OP IE or in operational programmes in the next financial perspectives.

Priority Axis 4. - Investments in innovative undertakings

The Intermediate Body for implementation of this priority is the Ministry of Economy.

The objective of the priority axis is to increase of the level of competitiveness of enterprises through application of new solutions.

Under priority axis 4. the support will be provided for the following measures (Intermediate Bodies and Implementing Authorities are provided in parentheses):

4.1 Support for implementation of results of R&D works (Ministry of Economy/ Polish Agency for
      Enterprise Development – PARP)

4.2 Stimulation of R&D activity of enterprises and support within the scope of industrial design (Ministry
      of Economy/ Polish Agency for Enterprise Development – PARP)

4.3 Technological credit (Ministry of Economy/Bank of National Economy)

4.4 New investments of high innovative potential (Ministry of Economy/ Polish Agency for Enterprise
      Development – PARP)

4.5 Support for investments of high importance to the economy (Ministry of Economy/ Department of 
      Implementing Operationl Programmes)

      4.5.1 Support for investments in the production sector
      4.5.2 Support for investments in the sector of modern services

Types of projects:

  • support for implementation of R&D results achieved thanks to the implementation of R&D works co-financed within Priority Axis 1 (within one complex project covering R&D works and implementation of their results, on condition that the criterion of economic justification has been met),
  • implementation of results of R&D works resulting from the Technological Initiative programme,
  • implementation by SMEs of own or acquired new technologies and production of new goods or improvement of old goods on the basis of such technologies through co-financing from the Technological Credit Fund with the option of depreciation of a part of the granted loan,
  • counselling and investments necessary for entrepreneurs to conduct R&D works, including those directed towards obtaining the status of a research and development centre,
  • training courses, consultancy and investments of enterprises necessary to prepare and implement industrial and functional designs,
  • new investments covering application of new highly innovative organizational and technological solutions  in production and services, including those leading to reduction of an adverse impact on the environment,
  • new investments of enterprises from the production sector, comprising the use of innovative solutions of great significance for economy due to the size of investments and number of new jobs connected with these investments; innovative solutions on a world scale and those including a R&D component will be preferred,
  • establishment of a large number of workplaces in enterprises from the sector of modern services,
  • new investments connected with the start of R&D activity by entrepreneurs.

Under the priority axis 4, it will also be possible to refinance pilot projects aimed at testing new kinds of projects or new methods of approaching and identifying those that can be successfully introduced,a greater extent, in the following years of implementation of the OP IE or in operational programmes in the next financial perspectives.

Priority Axis 5. Diffusion of innovation

The Intermediate Body for implementation of this priority is the Ministry of Economy.

The objectives of the priority axis is to provide entrepreneurs with high quality services and infrastructure aimed at strengthening and use of their innovative potential, as well as to strengthen the competitive position of enterprises through development of cooperative relations.

Under priority axis 5 the support will be provided for the following measures (Intermediate Bodies and Implementing Authorities are provided in parentheses):

5.1 Support for the development of supra-regional cooperative relations (Ministry of Economy/ Polish 
      Agency for Enterprise Development – PARP)

5.2 Supporting business environment institutions providing proinnovative services and its networks of  
      supra-regional importance (Ministry of Economy/ Polish Agency for Enterprise Development – PARP)

5.3 Support for innovation centres (Ministry of Economy/ Polish Agency for Enterprise Development –
      PARP)

5.4 Intellectual property management (Ministry of Economy/ Polish Agency for Enterprise Development –
      PARP)

Types of projects:

  • investments and counselling services and training related to development of cooperative relations on a supra-regional scale, including clusters,
  • comprehensive support for innovation centres (e.g. science and technology parks, technology incubators, technology transfer centres) located in the areas with top development potential,
  • support for establishment and development of business support networks on a supra-regional scale and business environment institutions of a nationwide range rendering services related to innovative activities of entrepreneurs,
  • support for use of intellectual and industrial property rights by entrepreneurs,
  • information and promotion regarding industrial property protection rights and industrial design.

Under the priority axis 5, it will also be possible to refinance pilot projects aimed at testing new kinds of projects or new methods of approaching and identifying those that can be successfully introduced, to a greater extent, in the following years of implementation of the OP IE or in operational programmes in the next financial perspectives.

Priority Axis 6. Polish economy on the international market

The Intermediate Body for implementation of this priority is the Ministry of Economy.

The objective of the priority axis is to improve the image of Poland as an attractive economic partner, as a place where good trade contacts may be made, and as a place good for investments, economic activity and development of tourist services.

Under priority axis 5. the support will be provided for the following measures (Intermediate Bodies and Implementing Authorities are provided in parentheses):

6.1 Passport to export (Ministry of Economy/ Polish Agency for Enterprise Development – PARP)

6.2 Development of networks of services centres for investors and exporters and development of new
        investment areas

6.2.1 Support for networks of services centres for investors and exporters (Ministry of Economy)

6.2.2 Support for studio and conception works within preparation of investment terrains for the
         investment projects (Ministry of Economy/ Department of Implementing Operational Programmes) 

6.3 Promotion of Poland’s tourism assets (Ministry of Economy)

6.4 Investments in tourism products of supra-regional importance (Ministry of Economy / Polish Tourism
     Organisation – POT)

6.5 Promotion of Polish economy (Ministry of Economy)

Types of projects:

  • comprehensive support for SME entrepreneurs interested in trade contacts with foreign partners, covering in particular: counselling and trainings in sales promotion of SEM, export promotion, foreign market studies, participation in exhibitions and fairs (this type of support does not cover state aid for activities connected with product export),
  • development of business assistance centres’ network,
  • development of large investment areas, especially related to conceptual works allowing for implementation of brownfield, greyfield and greenfield investments,
  • undertakings necessary for promotion of Poland’s tourist assets, including creation of new innovative types of products and tourist services, establishment of tourist information system,
  • investments in the area of tourist products of supra-regional importance, including those contributing to improvement of the quality of tourist services,
  • establishment and development of an Internet system for servicing entrepreneurs seeking trade partners and potential investments in Poland.

Priority Axis 7. - Information society – establishment of electronic administration

The Intermediate Body for implementation of this priority is the Ministry of Interior and Administration (MSWiA).

The objective of the priority is improvement of conditions of undertaking economic activity through the increase in accessibility of public administration information resources and public services in the digital form for citizens and enterprises.

Types of projects:

  • establishing of compatible electronic platforms providing public eServices for citizens and enterprises, e.g. in area of social security, taxes, public procurement, business activity registers, court registers, health protection, environmental protection,
  • restructuring, adjustment and implementation of state registers, content and IT systems of the public administration as to ensure their cooperation in order to make them more efficient, integrated and able to provide services in electronic form, as well as providing integrated teleinformation infrastructure of the public administration at national and local levels,
  • development of public information systems (including legal information),
  • system-project aiming at ensuring synergy of measures regarding eAdministration on the central and regional level.

Priority Axis 8. - Information society – increasing innovation of the economy

The Intermediate Body for implementation of this priority is the Ministry of Interior and Administration.

The objective of the priority axis is to stimulate the development of digital economy through supporting the creation of new, innovative eServices, innovative electronic solutions for business and the reduction of technologic, economic and mental barriers for using eServices in the society.

Under priority axis 8. the support will be provided for the following measures (Intermediate Bodies and Implementing Authorities are provided in parentheses):

8.1 Support for economic activity as regards electronic economy (Ministry of Interior and Administration/
      Polish Agency for Enterprise Development)

8.2 Support for implementation of electronic business – B2B (Ministry of Interior and Administration/
      Polish Agency for Enterprise Development)

8.3 Counteracting Digital exclusion – eInclusion (Ministry of Interior and Administration/ Implementing
     Authority for European Programmes)

8.4 Ensuring Internet access at the ‘last mile’ level (Ministry of Interior and Administration /
     Implementing Authority for European Programmes)

Types of projects:

  • support for newly created micro, small and medium-sized enterprises providing eServices,
  • supporting eServices between enterprises (B2B),
  • supporting activities covering the e-Integration through supporting the access of citizens to the broadband Internet,
  • support of providing the access to the broadband Internet at a stage of so-called “last mile” by the SMEs.

Priority Axis 9. - Technical assistance

The objective of the priority axis is to ensure support for the OP IE management, implementation and monitoring processes and to ensure that Community funds and national resources are used effectively and in compliance with the law. The support under this priority axis will be granted only for institutions of the programme implementation system.

Types of projects:

  • support for employment in authorities responsible for management, implementation, monitoring, evaluation, audit and control. Financing of employment costs in the authorities responsible for the implementation of the OP IE measures will be granted within the technical assistance component, while financing of employment costs in Managing Authorities and in Intermediate Bodies which are simultaneously government administration bodies, will be provided within the Technical Assistance Operational Programme, 2007-2013,
  • improvement of qualifications of employees responsible for management, implementation, monitoring, evaluation, audit and control, as well as promotion,
  • costs of the OP IE management and implementation, in particular:
    • costs of selection of projects,
    • control,
    • evaluation,
    • organisation of meetings, committees, groups of teams,
    • development of analyses, studies, evaluations, reports,
    • financing of assistance provided by external experts,
    • collection, processing and analysing of data,
    • preparation of documentation for key and extensive projects, so-called project pipeline,
  • financing of costs of the OP IE evaluation,
  • financing of operating and administrative costs related to the implementation of the objectives,
  • acquisition of equipment and software necessary for the implementation of the objectives of the OP IE,
  • financing of programming costs and future structural interventions,
  • financing of activities related to communication, promotion and training activities supporting the OP IE implementation and management system,
  • financing of activities aimed at the completion of the SOP ICE, 2004-2006 implementation,
  • financing of costs of documents archiving,
  • financing of costs of rent, development, modernisation and adaptation of rooms for the needs of the OP IE management and implementation.
